Would this work on a clay (terra cotta) planter?

As a temporary hold, possibly. But since terra cotta is so porous I think it would absorb into the clay and not be sticky enough to hold. Haven’t tried it but doubt it would work unless just need for a very brief hold.

Is this ok for ages 2-4 years?

I would say yes, with supervision. My grandson was 3 1/2 when I got it for him. Just saying supervision because a 2 year old might try to bite it or put in their mouth.

I think you'll need to email the company to get an ingredient list, although they may be unwilling to give all the ingredients. If it's toxicity you're concerned about, I wouldn't. It's widely used in prek and kindergarten.
