I want to have an internet connection for airbnb guests that always has vpn. is it possible that they can disable it once it is set?

Not if they don't know the admin password to get into it. Mind you they could reset the whole device by pressing the reset button for 8 seconds but then they would need to know how to set it up from scratch to get it working again. If you secured the device so they couldn't physically get to it, then you're covered in all events.
