You can set the temperature for either Fahrenheit or Celsius when you do the set up

Q: can you manually calibrate the barometer?

Yes. It's as easy as pressing and holding the "Pressure" button until it beeps, then adjustments can be made via the + and - buttons.

Q: what is the lowest outdoor this will read?

-40°F to 140°F (-40°C to 60°C) Note: When temperatures are colder than -22°F (30°C) it is recommended to use lithium batteries

Q: does this unit have a base to sit on?

No. Mine didn't come with a base
