What is the difference between this one and the transformer based converter

Epectronic voltage converters are meant for appliance whose usage is minimal. Say operation within 10mins. Like hair trimmer, blenders, kettles etc. Where as transformer voltage converters are menat for appliance that are used for prolonged period. That is beyond 10mins of usage.
