are these dishwasher-safe?

These are not dishwasher safe as they are made using aluminium. The product is intended to be disposable which is why you receive a 50 pack - which should provide you with an abundance of pieces to switch over when they get dirty. Some customers also simply wipe down the burner cover a few times before disposing of it and replacing.

If the aluminum touches the burner will it burn out the element?

No. All modern heating elements are electrically insulated to protect people from getting shocked. However, if you don't clean up a spill in a timely manner, a "HIGH" heat-setting can cause enough vapor/smoke to excite a sufficiently sensitive smoke-alarm.
