Will it run on 3v by itself?

Yea it will. Ive hooked them up to multiple voltages. 3v they will run slow and quiet.

Are there any instructions for programming the raspberry pi to control the fans?

The fans are always on if hooked up to GPIO pins for power. You can use either 5 v or 3.3v. I use 5 v connection. I do not know of a way to turn them on/off with software.

Can these fan run on a 9v battery? Or 3, 1.5v batteries?

I use them with my Raspberry Pi boards. They have 3.3 volt and 5 volt pins. The fan runs faster with 5 than 3.3 volts but it is a little quieter when powered with 3.3 volts. They should run just fine on 4.5 volts, 3 drycells in series. I don't think I would put 9 volts on them but they are pretty cheap you could just try it and see if it gets hot or burns up.

Leider selbst bei 3,3V etwas lauter als die Version die bei meinem Gehäuse dabei war aber noch im Rahmen. Bin gespannt wie lange er hält.
