Yes, but then you will have dangling straps. The straps tighten by going through a clip and then there is hang over.

Could i wear this belt under a dress? i am speaking at an event and want to wear a dress with no waistband or pockets...

It depends on how fitted the dress is. I think that dress would have to be really loose otherwise the pocket that holds the transmitter would show a bulge as well as possibly the buckle. I use this to teach group fitness classes where I am moving around and jumping on my feet, but I wear it over my workout clothes.
