Q: Will the 12oz filling fill a 15 x 13 inch pillow?

It will fill it, but it would not be firm. I used it to make 6" stuffed animals and used the entire bag. It is very soft and a high quality. You will not be dissapointed. I would buy two if you need to resstuff your pillow after use. It also washes well.
