Does this look dark like regular dirt or is it green like moss? Is it the same thing that is used in their African Violet mix?

It is dark like good black dirt. Never tried the African violet mix. I used it mixed with other stuff to plant my Violette de Bordeaux fig tree ( potted).

What is the difference between peat moss and sphagnum peat moss?

Nothing, they're the same thing. Peat and peat moss, however, are different.

Is it better to apply as a top layer or mix it in soil

I use this peat moss as a component of hand mixed container soil, together with potting mix and vermiculite, so I've always used it mixed in. Because I haven't used it as a top layer, I can't really compare the two options, but this product is very effective mixed in soil.
