Q: Is this one of those backpacks that even when it is empty it looks like it is full, fully padded?

This backpack is excellent. It was a second purchase I have made for backpacks. Smaller than my other one, but holds more camera equipment i.e. the actual camera and multiple lenses better than the larger wanted. Nicely padded.

Q: Is this backpack waterproof, or does it come with a rain cover?

To be very specific: Waterproof means the bag can be submerged completely underwater for long periods of time, and there won't be a single drop of water that enters the interior. By that definition, NO bag is truly water proof because of the zippers. The coated nylon shell of the Manfrotto bags makes them water resistant, meaning that they will protect from splashes, spills, rain or similar. An additional rain cover is provided for long exposure to the most extreme conditions.

Q: Will the top grab handle fit over a luggage handle to act as a pass-through?

No, unfortunately not, but you could either lay it on its side and use the shoulder straps for that or even keep it upright and use the sternum strap. Either of those suggestions would require you to use the strap adjusters to cinch it.

Q: Will this hold a iPad Pro in addition to a 14-inch laptop?

As a general rule, we don't have a chart for every laptop, so you would need to compare the measurements of the computer to the laptop compartment of the bag. In this case, the bag's laptop compartment is 27 x 2 x 42 cm / 10.63 x 0.79 x 16.54 in and has a pocket for a 9.7 inch tablet.
