I am having difficulty getting the sharpener to sharpen after changing out the blade. I Purchased the correct blades. Could someone help me?

Same here. I am afraid the blade is compatible with the round model only. I have not found a compatible blade for this bullet model yet.

How does the #604 bullet style sharpener compare to the alvin 9866 brass bullet sharpener?

I have never used the 9866 brass bullet sharpener........however, the 604 is superb. M + R sharpeners I have found are the best in the world and after discovering them many years ago, I have no need to look any further. My art supplies had gotten ruined in storage and my M + R sharpeners were not ruined. I did want to however get a new one because I had the other one for so long and also wanted the insurance of having a spare. I was ecstatic when I found the set of four. One of the best purchases I have ever made. Thank God for the expert quality they are still made with : )

What diameter mm pencil does this sharpen?

Hmm I guess I don't know a mm measurement, but we use it for normal, yellow, #2 school pencils and it works great.
