Q: Will this hub work on a 26 inch x 4 inch wide fat tire what do you recommend?

It will work, you will just need to dish the spokes a lot. After using these for a few years and the internals breaking I gave up on the internal gears and went back to external.

Q: Which one is this...hu2209 or hu2210...which axle length? the description states "axle length is 175mm for hu2210 and 162.7mm for hu2209"

I still had one in the box, measured 162.7mm axle width.

Q: Never laced a wheel set before. I have 26 x 1.95 tires. What wheel size do need to purchase and can I get pre-cut spokes to fit the hub?

Take the rim and hub to a bike shop and have them sell you the right sized spokes. lacing a wheel is easy, but dishing, trueing the wheel and getting the hop out it may be challanging for someone that has never done it before.

Yes it is a freewheel hub. Uses a coaster brake cog and chain stay mounted brake arm for the drum. you'll have 2 cables running to the hub.
