What are the measurements of the little blocks?

They are made of hard plastic and different shapes. Approximately 1 1/2 inches wide and maybe 1/2 thick. The case is a soft carrying case with clear plastic for the child to see through.

Would this be suitable and entertaining for a 9 month old?

I don't like to generalize about children's abilities, but not many 9 month olds have the hand eye coordination to match shapes into holes. However they would enjoy playing with the pieces and carrying the case. Makes a nice travel toy and they will develop the ability to use it correctly soon enough. Ideally I think this gift would be best for about 18mos to 2 yrs.

Are both top and bottom hard plastic so that the shapes make a "clunk" sound when they fall in?

No, as others have said the bag is soft. However, usually the shape clinks into other shapes already in the bag, and that can produce the nice "clunk" sound you mention.
