Is the 2009 ford expedition headlight assembly price for two or one headlight?

It’s for a pair. 2 headlights. However, after having mine for about 3 months, they started to fog up which indicates water in the assembly. The seller wouldn’t exchange or help correct the issue. Go OEM. It’s not worth the headaches. You get what you pay for.
