Yes it holds a regular hand towel

Q: When turned upside down to mount the other way, the screws show-is there a left hand version?

There is only one version. The screws are so small you really do not notice them. At least I don't as it is above eye level.

You should strike the base ( the yellow one), and install the base to the wall first, then attach the towel bar to the base. Thank you!

Maybe you got a defective one. I had no problems with mine. Everything tightened and it’s nice and firm. I’ve had it for a few months already with no problems
