My hat doesn't have that label. It seems to be nonsense! My guess is that it was printed by someone who doesn't speak English and just copied some odd bits and pieces they'd seen somewhere.

Can white people wear them

What a strange question! Anyone with a head can wear them! I'm a white Scottish girl and love these hats. Having no brim, they don't blow off in the wind (and it's very windy where I live.) I wasn't aware there was any particular connection with people who aren't white anyway. It's just a hat!
