I believe they are screwed and then glued in. With some work, you might be able to remove it, but I don't think it is designed for that.

What is the maximum psi this manifold can handle? can i hook it up to a bulk tank and regulate after instead of before?

Please Google 'galvonic reaction '. Aluminum is a VERY reactive metal, having a charge of+/-4. The short version: water is a conductive fluid. This is an assembly of parts made of other metals, with different reactive charges. It will corrode.

When using the splitter if you only use one keg can you just shut off the valve on the other side or do you still need to have it attached to an empty

You can just turn off the valve on the side which is not in use.
