Q: Do we make the holes or are they already pre-made?

It's just thin ply black plastic. I think it is 2 ml. We will have to make the holes. I thought it was water permeable but no, just painter's plastic that is black in color.

Q: Is this safe for vegetable gardens, i.e., non-toxic? (Someone asked before, but the only "answers" said they didn't know.)

Black plastic mulch was ok in my certified organic garden. I used it between rows.
