Is it eyebrow glue? Because I’m trying to get something that will shape the brow correctly without using makeup. I’m a guy

I find this product to be acceptable in holding brows in place. I have fine brow hairs and apply product with spookier brush then use finger to lay hair flat. This process holds 6-8 hours.

Can this go over dark eyebrow mascara?

Yes, should be no problem, my eye brows are dark too.
