Says it works on pvc, then says don't use on plastic threads. which is it?

I've used it on plastic threads. It works fine, but gunks up the threads (when the paste dries). If you want to re-use the fittings a few months down the road, you will need to take time to clean them with a little metal pick or tiny screwdriver. Bottom line is that it does a great job of sealing.

can this be used used to seal the drain plug in the bilge of my fishing boat? Can the plug be removed after the fishing season?

It may be worth a try. This pipe fitting is not suppose to harden so I would think you'd be ok in removing the plug at the end of fishing season.

I put a splitter for the water hose and washing machine with plumbers tape and still leaks. Will this stop the leak?

Most hose bibs, hose splitters, washing machine hose, and garden hoses use rubber gaskets to seal all connections. I would replace and/or make sure those are installed. I will say however that in my experience, this paste performs better than tape on imperfect connections.
