Positive: The author provided a critical review of various Economic theories related to tax and expenditure policy, not just recitations of various algorithms. He also helped illuminate the basis for various economic theories related to tax and expenditure policy and included a proposed methodology for evaluating such policies.Negatives: The author fails to write for the reader adopting an educationally sophisticated patina instead of using plain English. For example he uses the Latin phrase "ceteris paribus" instead of the English equivalent "all other things being equal" (or constant). Also, in an age of auto-correct, why shorten "Social Welfare Function," to SWF, etc., when one could simply employ auto-correct to convert the abbreviation to the actual phrase. in addition his objections to other "normative factors," i.e., standards against which tax and expenditure policy should be judged, applies equally to his own standard (individual well-being, also called utility and the resulting SWF (Social Welfare Function) algorithm. His criticisms of the standard that tax systems should treat equally situated person equally (most tax professionals would state similarly situated persons should be tax similarly) should not be applied as a standard for judging tax and expenditure policy actually supports use of this standard as he notes that something must be wrong with the system, i.e., it does not adhere to his Social Welfare Function standard, if the equality standard is not truly met.For those seeking an economic treatise this book does contain sufficient economic formulae to hopefully satisfy their needs. For non-economists, such as this reader, the discussions help to illuminate the Economic approach to tax and expenditure policy and is much appreciated.

It did not meet my expataions....To much theory, it can be used only in case in poor theoretical study maybe. Not practical for normal teaching process
