Does this come with the rubber gasket?

I think I know what you are asking about. If it is about the rubber ring that usually found in these type of blenders...the rubber ring is built in.

The cutting assemby blades are hard to turn with my hand. Should they turn smoothly?

Yes the cutting blades should turn freely. If not it will burn out the drive motor.

I just purchased the Cuisinart CPB-300, can you tell me what the difference in this blade and the one that comes with the blender is?

I'm not sure there is a difference. I bought it to replace the original blade when it quit spinning and was jamming. I still have my original machine, it has held up a long time, but I have had to replace a couple of the blade bases because they either quit spinning or broke. The Cuisinart website also sells parts, I recall that this one was a little less expensive.

My husband forgot a spoon inside it crashed the cup and the blades are a little bit scratched like it had been eaten what should I buy to fix

I'd probably just get another one if the blades are damaged. I think you can order replacement cups as well.
