Are these made in the USA?

Knipex is a German brand, not made in the USA. But the quality is actually better then some Snap-On stuff I own.

According to amazon the 7421200 pliers are made in china. the 7401200 are made in georgia. is amazon wrong? are knipex pliers really made in germany?

According to Knipex, all their tools are made in Germany. What I can tell you is that they work great. I am a mechanic, and I use them all the time.

Whats the difference between these and the same model #SBA version for $20 more?

SBA just means it comes in retail packaging (hang card vs. cardboard box); the tool is identical.

If you cut off a nail as close as possible, how much of it is left protruding from the face of a board?

As little as possible. Jk. Best case scenario (clean and precise cut) less than 1/8” would remain protruding from a flat surface like a wooden board.
