Excellent legal reference for law enforcement liability issues
In these times of increasingly close law enforcement scrutiny over even routine interactions with the public, this book has captured the issues to consider. From Title 42 U.S.C. Section 1983 to Bivens’ Actions, the information is covered in detail and in a manner that is easy to read and understand. The author presents critically important topics, including failure to train, failure to provide proper supervision, and failure in hiring practices, as well as coping with dysfunctional internal affairs investigations and their outcomes. The statute, case reviews and recommendations for Law Enforcement Supervisors and their agencies are clear and on point, detailing ways to better protect the public and avoid becoming defendants in 1983 suits. I was the beneficiary of Mike Callahan’s advice during my assignment as a Supervisor in the Boston Office of the FBI when he was Principal Legal Advisor. I am happy to see that he continues to provide extremely important and timely information to the Law Enforcement Community. I highly recommend this book.

An ideal guide for law enforcement personnel everywhere
Mr. Callahan has written an excellent, insightful guide for municipal leaders and law enforcement management, supervisors, and line officers to advance and maintain integrity and professionalism within their organizations, safeguard citizens’ rights, and avoid liability. He covers important areas of training, supervision, discipline, lethal and non-lethal use of force, informant control and management, testimonial perjury, and stop/frisk procedures. He cites and summarizes case law and offers recommendations based on his experience and expertise in a clear, concise format. Real cases, valuable insight
All Mike Callahan’s books have been great. This one looks at actual cases that led to litigation against police, breaks them down, and then lays out useful practice points for police executives. Read it with a highlighter in your hand, because you’ll be referring back to it throughout your career.

Required Reading for Police Supervisors and Chiefs
Mike Callahan delivers once again with a tremendously well-researched, easy to read professional law enforcement guidebook. The case studies are recent, highly relevant, and thought provoking. Should be required reading for all police leaders.

Another example of essential law enforcement information from this author.
This book provides vital information required to construct a fire wall to defend the chain of liability from unreasonably extending to supervisory and municipal levels for certain alleged subordinate personnel errors. The author has written previous books which reveal how proficient he is in researching, explaining, and demonstrating how proper law enforcements high standard of professional conduct can save lives.
