Yes, it does clasp. It might take a bit more pressure, but it should click closed.

Q: Can a 18g nose hoop go in a nose piercing thats held a 20g hoop for about 6 yrs?

Yes. It's a little uncomfortable at first, but doesnt HURT. The first one I bought (I didnt look at the size chart) was 18g 14mm. It went in easily but was way too big. I returned it and got 20g 10mm and it was perfect. I wanted another one in a different color but they were out of the 20g, so I got the 18g 10mm and it fits just fine. It's a little bigger but not noticeably so. Also, my piercing is up a bit high that's why the 10mm works for me. Hope this helps!
