Yeah, the NV is what you really want. It means natural vanilla. The non-NV one isn't as good. And...who wants fake vanilla?

Does this chocolate need tempered?

Yes. As a cocoa butter-based "real" chocolate, it requires tempering. Oil-based "fake" chocolate (aka coating bars) do not require tempering.

Do you need to temper this to use in a chocolate fountain?

No. Tempering is only necessary when using for molds, enrobing, coating, bars, etc. (I.e. rehardening).
