You need to boil the water. I put Japanese Agar Powder (or Kanten) in a pan with cold water. Let it boil. Then turn it down to very low, and cook additional 2 more minutes. Stir occasionally during the cooking. Unlike gelatin, Kanten becomes firm in the room temperature.
