Yes you can use them connecting speaker wires.

Will this work for 18 gauge underground dog fence? Also rewiring a horse trailer?

it will work for that gauge size. The things you will want to avoid is any frequent change of tension on the wire, and of course having it protected. It's moisture resistant, not waterproof.
