can you paint over these?

They are made of plastic. Thick plastic. So it would have to be a type of paint that would stick on plastic.

Can these be used and outdoors and survive winter?

I don't think so, but if you get bigger ones than you need they might last longer since there's more surface area to stick to.

Can these be used to insulate an electrode from shocking something?

I wouldn't suggest it. They are stiff and thick. Electrical tape would work way better.
