How is this patch "Tactical?" Is it stab proof, or maybe bullet proof? Asking for a friend.

Assume your question is tongue in cheek but to answer... it is drab i.e. back and white not bright red white and blue which would not be good if trying to not attract attention. In this case my needs were not camouflage and concealment but far more important: my wife bought a dog harness with 'emotional support' embroidered on it. To save my embarrassment it now has a 'tactical union flag support' which look well hard and my blond fluffy dog as a K9 assassin Military Working Dog. Are we now friends? It's a good patch too.

No, not velcro. It has a shiney covering on the back which I think is glue. This will melt when you iron the patch on. However, I put mine on a bag using my own basic adhesive (Uhu or similar), no ironing, and it is fine.
