A: No, it is a switch not a timer.

**Q: Would it work in camper van with no Wi-Fi?**
A: I don't see why not. There is no app or internet connection involved. It is simply a remote switch, which responds to changes in temperature inside the fridge and turns the fridge on or off at the wall socket, to keep the temperature in the fridge within a certain range.
