Q: Does this come with soil and little pots to plant the seeds?

This is just seeds - no soil or compost product with it.

Q: It says sow 10 inch apart, does that mean i only put 1 seed in each pot? Or can i put more seeds in a pot to hopefully get more success?

This is not what it means. For general sowingdo so thinly maybe half a centimetre apart so the plants have space making it easier to space out when potting on .

Q: I am missing thyme, rucola, chives and rosemary?
