What does 'refiner' mean in this context, is it similar to a moisturiser? Also, does this have any alcohol in it? Thanks for any guidance

It is like a liquid moisturiser that forms a great base before I put my make up on. Its leaves my skin feeling moisturised all day and no, there isnt alcohol in it.
