What is the label made of?

They are made of magic! Just kidding, the only statement I could find is that they are made of high quality water soluble materials. As I understand it these are typically wood cellulose. These particular labels work great and dissolve easily in water.

They would be safe for a septic system - they dissolve pretty quick, BUT they are not good labels! The do not stick to your jars for long. They peel and fall off. I will never buy them again.

Are these labels made in china? the seller says "crafting...in the usa" which is different from "made in the usa".

Don't bother - very little adhesive on the back and does not stick!!!!

What is the best permanent marker that last on this item and works consistently in cold weather?

Any "permanent" marker should work but these labels dissolve easily when wet, so permanence is not what I would worry about. If you want something that lasts through any wet weather, this would not be a good choice and since cold implies wet as the weather warms, I'd guess this is not what your need.
