Poor quality and old.
The first hint this Bai Shao was not of good quality was the complete lack of white peony odor. The coloration was brownish, not white as is good typical quality from my regular sources (who were both out at the time). I complained to the supplier and he handed me some nonsense about it being wild cultivated. (thus the questionable appearance I suppose). And rather than refund me he said the quality was superior. It went in the trash- I would not dispense this to my clients.
