Can this product fly?

Sure, they fly. I wouldn't say if you're looking for something for distance this is the best product but the old tricks of putting a little weight on the nose do help! The most fun we had was decorating them one of my nephew's painted his the other one put stickers on his which actually kind of made it fly better because it had a little more weight. They had a blast!!

Are these individually wrapped?

Yes, they were great party favors!

Do these come individually wrapped with assembly instructions on each wrapper?

They do come individually wrapped and it’s been a while since I ordered them but I’m pretty sure there are directions on each individual package. They’re easy to assemble and fly straight or in circles and spirals depending on the angle of the wings.
