The mat opening is for your desired display picture (e.g., 16x20 mat for 12x16 picture will display a 12x16 picture). The picture display area is slightly smaller than the picture size by 0.25 inch on each side, for holding purposes (e.g., the 16x20 mat for 12x16 picture has an image display area of 11.5 x 15.5 inch). This product was not 16x20 as stated, but rather 17x22. I couldn't use it so was very disappointed when I tried to fit it in the frame I had ordered it for. It was a nice matte otherwise, just beware of incorrect measurements.
