This capacitor replaces the capacitor that i have defective arcotronics 50uf (c.87.0ef3 mkp) ?

I can't find the specs for your arcotronics capacitor. Please look on your capacitor to see if you can find the voltage. If is 370 or 450 volts (370/450V) then this capacitor should work for your application. If the voltage is something else or missing then i'm afraid I can't answer your question. Good luck!

Will this replace a cbb65 (rohs) 55uf =- 5% 450vac c 40/70/21 50/60 hz from a kenmore 253.70251 window unit?

No I would not do that ,try to stick to the original value. A lower value could make the motor run not optimal.
