Is this material the same as the one the use to cut letters and appy them to tires?

No, this material is 1/4" thick

It is firm to the touch. But has flexibility. Cuts pretty easy with a utility knife. It is a unique product. Other than other neoprene items like a Wet suit, I don't know what I would compare it with.

Can I put this on a skateboard and then put grip tape on top of the foam so it helps with bumps and vibration ?

That is exactly why I am looking at this. I have an e board that has a 1/16 or 1/8th" neoprene with the grip on top (glued). perhaps being attached to the grip tape prevents crumble (friable). Can not find that material anywhere. Prob. only available for manufacturers in China. Anyway I think for this application the closed cell neoprene might work. I am going to give it a try. Also some contact cement.
