Which hose adapter reducer should I get that will connect onto a 4" diameter blast gate outlet then onto or in a 2 1/2" diameter port fitting tblesaw?

Not this adapter, unless you went to HD or Lowes and purchased a 4" thin wall PVC straight connector to convert the blast gate to female. Look at WoodRiver 2-1/2" O.D. Hose to 4" O.D. Quick-Connect Dust Collection Fitting, it appears to be more toward what you are looking for, with a female 4" and will do 2.5" or 2.25" hose connections.

Can I use it to reduce a 4" pvc pipe (water pipe) to a 2-1/2" dust collector hose?

you would have to measure the inside and out Dia.of your pipes.and then check what this product dimensions.

Will this connect directly to 4" abs pipe?

No, you will need a 4”coupler.

I have a Jet bandsaw and the dust comes from a 4" outside dim hole I need to cover and to attach it to a 2 1/4 outside dim vac hose. Will this work?

It looks like the small end is 2 1/4 ID and 2 3/8 OD. The larger end is 3 3/4 ID and 3 7/8 OD. These are tape measurements, not calipers
