Fits Mini touring rack
I tried to get an official Mini end cap but unfortunately they don't sell that part separate from the rack, so decided to give this a go considering it looked exactly the same. It turns out it fits on the rack, and is just as secure as the official mini end caps. It is not completely flush, but only a few mm out so not noticeable.
