Each is filled with a mixture of Dawn detergent and a bit of water. Sometimes, when you get a flat tire, getting the tire back on can be a real struggle. Some tires go back on easy and some, not. A little dab of Dawn on the tire bead acts as a lubricant which helps roll the tire back on with little effort.
