Q: Do I need to prime before painting?

You should be able to paint it w/o priming.

Q: can this cover the place in the ceiling where an old wired smoke alarm was?

See my answer for using this wall plate to cover recessed can lighting, same procedure. Assuming the wall plate is large enough to cover the area the smoke alarm was, you would then push the wires are far as possible into the wall and affix this wall plate with an adhesive caulk type product such as Loctite Power Grab. Place a continuous bead of the adhesive around the entire edge/lip of the wall plate and hold firmly in place for a few minutes for it to adhere. Then wipe off excess adhesive with clean wet rag.

Q: Does this come in a 'pop corn' texture finish? My ceiling has pop corn finish.

No, it is very lightly textured. But you can buy that popcorn finish in a can, and spray it on.
