Does this come with strings for the balloons?

Yes, my pack of blue and grey/silver arrived with silver ribbon in the bag w the balloons

the cnfetti balloons, do we have to insert the confetti or is the design like that ?

The confetti comes in the balloon. In order to get the confetti to "float" in the balloon you have to apply some friction to the outside of the balloon, like you used to do as a kid when you wanted the balloon to stick to your shirt. Otherwise the confetti sits at the bottom of the inflated balloon.

How do you blow the balloons up?

Helium Machine. or you can just fill them with air but they won't float.
