Is the brown like the color of Chocolate? It looks black on the picture.

Mine are definitely BLACK not brown.

The description says 24" x 16" but below gives measurements of 23.6" x 17.7". I need one only 16" wide. Is this the correct desk mat? Thanks.

ASIN: B00YTLABNW, SKU: 1228. Size: 40 x 36 cm (15-3/4" X 14-1/4"), thickness: 0.23 inches, pen holder:7.87 inches.maybe you can choose this one of KINGFOM 16" X 14" Conference Pad PU Leather Desk Writing Pad Desk Mat for Tablet or Writing Paper Drawing Board with Pen Trough (Black)http://www.amazon.com/KINGFOM-Protector-Leather-Desktops-Laptops/dp/B00YIHFFNS/ref=cm_cd_al_qh_dp_t

Is it made of genuine leather or synthetic leather?

No, its synthetic. The leather ones I found were over $200.00, but this is a nice substitute if you don't want to spend a fortune.

I was wondering about the narrow band that runs along the top of the pad. Is this feature meant to hold papers? Does it flip up or is it stationary?

It does flip up to hold anything you want such as papers, note pad etc. Right now mine is holding a small flat calendar. It is convenient feature to have. I really like my pad, hope you like yours too.
