What does it mean to have an awl carded or non-carded?

It just refers to merchandising - carded means it is attached to a hang tag for resale and non-carded means it is shipped without such retail packaging. Merry Christmas.

Can you use it on paper?

Although this metal scratch awl can easily mark wood and punch through sheet metal, it struggles to even make a dent in an piece of paper. I guess that's why they use pencils and thumbtacks. The thing to realize about this tool is it tapers to a wider shank rather quickly so that it doesn't bend when marking and punching heavier materials. A leather awl is a slender less unwieldy tool that punchs a more consistent hole through a thick stack.
