How does the Highlight Tracker move? (hard to explain). Does it “slide” on a track and if it does does it move smooth and easy?

I use this to do beadwork. The clip at the top holds the paper and the side clip is easy to move along as I move from line to line. It’s much better than the metal sheet and magnetic strip I used previously. Wish I had discovered this sooner.

What material is the bottom of the stand? Prefer rubber for minimal sound against desk.
