Is this for both the top and bottom??

All three pieces are included in the price...the lid fits both pans..however only the bottom pan can be used with direct contact with the range top.P.S. Awesome Price works just as well as any that are 2 to 3 times the cost

I plan on using this to melt cheese. Will I have a problem cleaning it?

I didn't have any issues cleaning dried melted chocolate, I wouldn't think cheese would be much worse presuming it doesn't burn.

Is there water level markings in/on the bottom pan?
