So I have to enlarge the mounting hole for Tacoma 2005 screws?

hi, our product mounting hole diameter is 15/32" , you can enlarge the hole as needed.

What is actual measured ring diameter? 0.25 or 0.27?

0.278", as measured with digital caliper (the extra thickness may be due to the black finish)

is it 1500# per ring or with all four combined?

Yes, 1500# per ring and 4000# per ring break away. In my opinion that might be but I didn't trust the information since I did not know how they were tested The screws are tiny! I used four on a 2000# wheeled load, purchased 3/8" bolts, and attached the bolts through the steel frame. I have had no problems at all even on rough roads and tight breaking.

Want to use for bed tie down points in truck - do these rattle/flop around or are they tight?

They are strong anchoring points, but will rattle due to looseness. But I don’t think you will hear it from the truck cab. It won’t be that loud.
