Q: This is an optical mouse, but the red blinking light underneath the mouse does not lit up when I turn on the mouse. Is it broken?

no it is not broken and it does not come on the only problem I have had is every once in a while the USB is not recognized by windows and have to unplug and replug the USB into the port.

Q: Will this item work with an I pad?

I have used it with laptops & desktops and has worked great. To the best of my knowledge, it will work with an I pad but you do need an USB port or way to convert to one.

Q: Does this include the "unifying receiver"? Some show it in the picture but this one does not.

Yes, the receiver is unifying once you install the software 

Q: Is this Logitech’s compact design or full-size design?

More of a compact base on hand size , If you have smaller hands then it's fine but If you have big hands then this is smaller . Based on Logitech size this mouse isn't the smallest model they sell and would be considered " average " size mouse .
